Jakarta (ANTARA) – The Ministry of Communication and Digital (Kemkomdigi) has completed all selection stages for radio frequency users in the 700 MHz and 2.6 GHz bands for mobile network operations in 2026.

“This process includes a price auction stage on July 7, 2026, followed by the selection of radio frequency blocks taking place from July 8 to 10, 2026,” Kemkomdigi stated in its announcement in Jakarta on Friday.

According to the results of the 700 MHz frequency selection, PT XLSMART Telecom Sejahtera Tbk secured the top rank with a frequency block allocation of 30 MHz (2×15 MHz) and a total bid value of Rp1.06 trillion.

In second place was PT Telekomunikasi Selular (Telkomsel), which obtained a block of 20 MHz (2×10 MHz) with a total bid value of Rp642.5 billion, while PT Indosat Tbk ranked third with a block of 20 MHz (2×10 MHz) and a bid value of Rp507.48 billion.

Meanwhile, in the 2.6 GHz frequency selection, Telkomsel took the first position with a block allocation of 80 MHz and a total bid value of Rp545.84 billion.

PT Indosat Tbk held the second position with an allocation of 60 MHz and a bid value of Rp372 billion, while PT XLSMART Telecom Sejahtera Tbk ranked third with an allocation of 50 MHz and a bid value of Rp231.6 billion.

Kemkomdigi allows all contestants to submit written objections supported by relevant evidence. Objections can be submitted through the e-Auction system until July 14, 2026, at 3:00 PM WIB.

If there are no objections, Kemkomdigi will report and recommend to the Minister of Communication and Digital.

The results of the selection ranks will become legally binding, and the official winners will be determined after the issuance of the Minister of Communication and Digital’s Decree on the Designation of Winners for Radio Frequency User Selection in the 700 MHz and 2.6 GHz Bands for Mobile Network Operations in 2026.

Kemkomdigi emphasizes that the winners will not only be obligated to pay the Radio Frequency Spectrum Usage Rights Fee (BHP IPFR) in accordance with applicable laws, but they will also bear the responsibility to realize an inclusive digital sovereignty.

The auction winners must provide mobile broadband internet access services at least using Long Term Evolution (4G) technology standards in selected villages/sub-districts, totaling 538 designated by Kemkomdigi.

Additionally, winners are required to offer mobile broadband internet access services utilizing International Mobile Telecommunications-2020 (5G) technology standards in the committed cities/districts, with a target of covering at least 51 percent of the national population.

Kemkomdigi asserts that this radio frequency user selection is not merely about expanding signal coverage, but also a government effort to enhance the overall quality of life for the Indonesian people.

“The Ministry of Communication and Digital is committed to ensuring that this technological leap is not only enjoyed in large cities but also serves as a bridge for equitable progress from Sumatra to Papua,” Kemkomdigi stated.
